Qualtrics Pricing in 2026: Every Plan, the Real Cost Per Response, and a Transparent Alternative

Every price in this article comes from public sources only: Qualtrics' own published pages and government procurement records (the Oklahoma DCS state contract exhibit and the Maryland DBM purchase order). Nothing here comes from a leaked quote, an NDA'd contract, or a private conversation, and every source is linked so you can check it yourself.
Qualtrics' pricing page lists eight product tiers across three product lines: Customer Experience, Employee Experience, and Strategy & Research. Seven of those eight tiers say the same two words: Request Pricing. The one exception, a self-serve research plan capped at 1,000 responses, costs $5,040 a year. That single public number is the only anchor Qualtrics itself offers anyone outside a sales call, so we used it, together with Qualtrics' full list price catalog published in an Oklahoma state contract exhibit, alongside Qualtrics' own product pages and reviewer-reported figures, to build the clearest picture available of what this platform actually costs, and how it compares to Formbricks, an open feedback and experience management suite built around feedback management, feedback analytics, and workflows, not just survey collection.
I believe Qualtrics is the right call if:
- You need enterprise-grade statistical and research tooling (StatsIQ regression, clustering, R-integration, guided academic-style methodologies) that goes well beyond basic survey analytics
- You'd rather hand the entire compliance boundary to a vendor than run any infrastructure yourself, and you're fine with that being the only option Qualtrics offers
- You want a large managed respondent panel bundled with the platform rather than sourcing responses yourself
- You have the budget flexibility for a quote-based enterprise contract rather than a fixed published price
It's a weaker fit if:
- You're in government, healthcare, or another regulated sector where the shortest path to approval is keeping response data inside infrastructure you already own, which Qualtrics offers at no tier and no price
- You want to keep the subprocessor list short, since every vendor-side processor is another line your security review has to clear
- You want transparent, self-serve pricing beyond the single entry-level Strategic Research tier
- You need a unified feedback management suite (surveys, in-app feedback, workflows, analytics) rather than three separately-priced product lines
- You're evaluating on a budget and can't get even a ballpark number without a sales call
Because of that, I've included a full comparison with Formbricks later in this breakdown, since it's the clearest example of what a transparently-priced, unified feedback and experience management platform looks like next to Qualtrics' quote-gated model.

The Only Qualtrics Plan With a Public Price
Qualtrics Strategic Research is the single product in the entire XM portfolio you can buy with a credit card instead of a sales call. At $420/month ($5,040 billed annually), it includes unlimited users, unlimited surveys, and unlimited questions per survey, but caps out at 1,000 total responses shared across everyone on the account.
For that price, you get 23 question types (including video and audio responses), 20+ pre-built guided research solutions (Video Diaries, Conjoint, MaxDiff, Concept Testing, Market Landscape Assessment), and Qualtrics' StatsIQ statistical suite: regression, clustering, R-integration, and automated video feedback summarization.
If you need more than 1,000 responses, there's a second Strategic Research tier with the identical feature list, "available by quote only." Qualtrics' own comparison table spells out exactly what you lose by staying on the free account instead of paying for either Strategic Research tier:
| Feature | Free account | Strategic Research (either tier) |
|---|---|---|
| Question types | 8 | 23, including video/audio, heat map, hot spot |
| Video & audio data collection | Not included | Video feedback, audio feedback, video diaries, focus groups |
| Guided research solutions | Not included | 20+ pre-built solutions |
| Expert Review (methodology/compliance check) | Not included | Included |
| Custom look & feel | Not included | Included |
| Quota management | Not included | Basic and advanced, including cross-logic quotas |
| StatsIQ statistical tools | Not included | Regress, Cluster, Pivot, R-Integration |
| Advanced text/sentiment/topic analysis | Not included | Included |
| Reports vs dashboards | Reports only | Full dashboards |
| Languages | 1 | Surveys: 70+, Dashboards: 24 |
| Strategic Research (self-serve) | |
|---|---|
| Pros | Cons |
| ✅ The only real, credit-card-buyable price in the portfolio | ❌ Capped at 1,000 responses total, not per month |
| ✅ Full StatsIQ statistical suite included | ❌ No self-hosting or data residency option |
| ✅ Unlimited users and surveys on the account | ❌ Annual billing only, no monthly option |
| ✅ 20+ guided research methodologies | ❌ Needing more responses means quote-only pricing |
The Bottom Line: This is Qualtrics at its most accessible, and it's still built for a research team running a defined project, not a product team that needs an ongoing, predictable monthly feedback pipeline.

Customer Experience: Four Products, All Request Pricing
Qualtrics' Customer Experience line splits into four separately-branded products, all priced on the same "Interactions" metric, and none with a public number:
| Product | Best For |
|---|---|
| CX Foundational | A first step to establish a CX program and uncover topline metrics |
| Frontline Digital™ | Digital owners who want to increase conversion, CSAT, and reduce cost to serve |
| Frontline Care™ | CX and contact center leaders who want to retain and upsell more customers |
| Frontline Locations™ | CX leaders in location-based industries: hospitals, restaurants, hotels, automotive, retail, oil and gas |
Across these four products, Qualtrics' own pricing page lists the pain points its CX line is built to solve: declining survey response rates, lack of decisive action on feedback, data siloed by channel, inability to understand customer needs across interactions, quantitative data that lacks human insight, difficulty analyzing feedback across channels, high-cost manual processes, low support satisfaction, high call volume and long hold times, high agent turnover and compliance risk, and a lack of location-specific insight for underperforming locations.
The CX line bundles eight named solutions across the four products: Surveys, Website and Mobile App Feedback, Digital Experience Analytics, Contact Center Analytics, Quality Management and Compliance, Agent Coaching, Online Reputation Management, and Location Experience Hub.
The Bottom Line: None of the four CX products has a public number. If your evaluation needs a rough annual figure to bring to a budget conversation before the first sales call, this entire product line won't give you one.

Employee Experience: Priced by Headcount
Qualtrics' EX line has two products, both priced by employee count rather than Interactions:
| Product | Best For |
|---|---|
| People Engage™ | EX leaders who want to improve engagement, productivity, and lower attrition costs |
| People Lifecycle™ | Talent acquisition and people development leaders optimizing candidate and employee journeys |
The pain points Qualtrics lists for this line: low engagement and productivity, high cost of attrition and replacing talent, EX investments not connected to business results, an unoptimized candidate journey, and difficulty developing people across the organization. Solutions bundled in: Employee Engagement, Employee Pulse, Employee Research, Employee Onboarding & Exit, Candidate Experience Management, 360 Development, Employee Retention Analytics, and Continuous Employee Listening.
Since pricing is based on total employee count rather than survey volume, the cost structure here scales with company size regardless of how much you actually use the platform, another number Qualtrics doesn't publish a rate card for.
The Bottom Line: If you're comparing EX platforms on a public price sheet, Qualtrics won't be part of that comparison. Every number requires a headcount-based quote.

Strategic Brand: The Fourth Request-Pricing Product
Rounding out the Strategy & Research line alongside Strategic Research is Strategic Brand™, aimed at marketing and brand leaders who want deeper, more actionable insights in real time. Qualtrics lists its pain points as frustration with slow decision-making, thin budgets, complex methodologies that slow down action, and a lack of actionability for marketing teams. It's priced on interactions that include brand tracking responses and social mentions, again with no public number.
Solutions bundled across the full Strategy & Research line: Strategic Market Research, Product Research, User Experience Research, and Brand and Communication Research.

Qualtrics' Actual List Prices, From a Public State Contract
Qualtrics doesn't publish a rate card. A US state government did it for them.
Qualtrics sells to public sector buyers through NASPO ValuePoint contract AR2472, administered by Carahsoft as its authorized government reseller. States that buy off that vehicle have to attach the vendor's price list to their own contract paperwork, and Oklahoma's Department of Central Services did exactly that. Exhibit E-3 of the Oklahoma DCS state contract is a 16-page document titled "Qualtrics LLC Pricing", and it contains the per-user, per-employee, per-page-view, and per-record list prices for every SKU Qualtrics sells.
The tables below are reproduced from that exhibit. Two caveats before you use them: these are list prices in USD, so real contracts (government or commercial) are typically negotiated below them, and the document covers the initial one-year term executed in October 2022, so treat them as a solid order-of-magnitude anchor rather than today's quote.

EX SKUs
Every Employee Experience SKU is priced per employee per year against total headcount, not per seat. That's the detail that catches buyers out: you pay for everyone in the org whether or not they ever open a survey. Same nine headcount tiers across all of them:
| Tier | Employees | Engagement / EX Foundation | Pulse add-on | Ad Hoc Research | Lifecycle | Benefits Optimizer |
|---|---|---|---|---|---|---|
| 1 | 1–2,000 | $30.00 | $15.00 | $13.50 | $18.00 | $12.00 |
| 2 | 2,001–5,000 | $25.00 | $12.50 | $11.25 | $12.00 | $6.48 |

| 9 | 100,001+ | $12.00 | $5.49 | $5.40 | $4.00 | $0.84 |
| Tier | Employees | ETX: Single Project | ETX: Project Add-On | ETX: Enterprise | 360 Development | Candidate Experience |
|---|---|---|---|---|---|---|
| 1 | 1–2,000 | $20.00 | $10.00 | $47.00 | $110.40 | $20.00 |
| 2 | 2,001–5,000 | $15.30 | $7.80 | $32.40 | $90.00 | $13.20 |
| 3 | 5,001–10,000 | $12.80 | $6.50 | $27.10 | $69.00 | $11.00 |

| 8 | 75,001–100,000 | $5.30 | $2.80 | $14.00 | $31.20 | $4.79 |
| 9 | 100,001+ | $4.80 | $2.50 | $12.50 | $28.20 | $4.40 |
ETX = Employee Technology Experience. Engagement and EX Foundation carry identical rate cards in the exhibit.
What that means in practice: a 20,000-employee org buying Engagement at Tier 5 list is looking at $340,000 a year before a single add-on. Add Lifecycle and Pulse at the same tier and it's $650,000. Those are list prices, so expect a negotiated number below them, but the shape of the bill is the point.

Does a Real Contract Match These Numbers?
Yes, at a discount. Maryland's Department of Budget and Management published a signed purchase order for its State Culture Study that lists the Qualtrics SKU AR2472-QUA003-2242: Employee Experience tier 5, 40,000–49,999 employees, at $406,250.32 per year. That works out to roughly $8.46 per employee, against a $16–$19 list price for that headcount band. So a real, executed government contract landed at around half of list.
Read that as the honest range: the tables above are the ceiling, and a negotiated enterprise deal lands somewhere below them. Either way, you now have a number to plan around, which is more than Qualtrics' own pricing page gives you.
Sources for These Tables
- Primary: Oklahoma DCS, Attachment E, Exhibit E-3 — "Qualtrics LLC Pricing" (16 pages, the official Qualtrics list price document attached to the Oklahoma state contract). If your browser won't render the raw file, open it through Google's document viewer.
- Corroborating, executed contract: Maryland DBM State Culture Study purchase order (real line-item SKU and annual price).
- Contract vehicle: Carahsoft Qualtrics Contracts Guide, October 2021 (confirms NASPO ValuePoint AR2472, term dates, participating state contract numbers).
- Historical SKU format: Carahsoft partial price list, May 2019 (193 pages, covers legacy Qualtrics 360 SKUs; too old for current pricing, useful for reading SKU strings).
The Oklahoma exhibit isn't linked from anywhere public. It surfaced by searching state procurement portals for Qualtrics' product names alongside the NASPO contract number, and the Oklahoma DCS solicitations portal exposes contract attachments by sequential ID.
Where Qualtrics Pricing Falls Short
Sales-Gated Pricing Across the Portfolio
- Seven of eight product tiers require a sales conversation before you see a number
- No calculator or public rate card for the Interactions metric that prices most of the platform
- Qualtrics' own FAQ confirms pricing "may differ based on industry security requirements and product availability," adding another variable you can't check yourself
- Budget-stage evaluators can't get even a ballpark figure without engaging sales
Costs That Extend Beyond the Base Quote
- Reviewers on TrustRadius describe add-on features and packages as consistently costing extra, with an "upselling" feel
- One G2 reviewer reported an unexpected $5,000 charge to hire outside help extracting and cleaning data the platform's own tools couldn't handle
- Steep learning curve paired with high cost, per G2 reviewer commentary
No Path to Self-Hosting or Data Residency
- Qualtrics' own security documentation describes only centrally-hosted cloud infrastructure: data centers, SOC 2, FedRAMP-authorized environments
- No self-hosted or customer-premises deployment option is mentioned anywhere in that documentation, at any price or contract tier
- Regulated buyers needing on-prem or region-locked deployment have no path with Qualtrics regardless of budget
A History of Ownership Changes
- Qualtrics was acquired by SAP for $8 billion in 2018, spun back out and IPO'd on Nasdaq in January 2021 at a $27.3 billion valuation, then taken private again by Silver Lake and CPP Investments in June 2023
- Three ownership structures in five years is a real consideration for any buyer weighing long-term platform stability and pricing direction, independent of feature quality today
Formbricks: An Open Feedback and Experience Management Suite
Formbricks isn't just a survey tool. It's an open source feedback and experience management suite built around three things: feedback management, feedback analytics, and workflows and integrations, all published transparently, all included on every tier rather than upsold as add-ons.
Feedback Management. Formbricks unifies every collection channel Qualtrics splits across separately-priced product lines: website surveys that target specific visitors, in-app surveys that research any user cohort inside your product, link surveys, and branded surveys embedded directly in email, all under one platform and one price, not three.
Feedback Analytics. Response data flows into one place regardless of channel: follow individual feedback trails or zoom out for the aggregate picture, track partial and dropped-off responses, and segment by custom attributes rather than "spray and pray" broadcasting. This is the same territory Qualtrics' CX and EX product lines cover, minus the separate per-product pricing.
Workflows and Integrations. Formbricks Workflows automate what happens after a response comes in, routing and acting on feedback without manual handling. On the integration side, Formbricks connects to Salesforce, HubSpot, Slack, Google Sheets, and Notion through webhooks and its open API, the same API that's available free on every tier, including the self-hosted Community Edition.
Formbricks Hobby Plan: Free Forever (Cloud) or Free Forever (Self-Hosted)
| Feature | Details |
|---|---|
| Price | $0 |
| Workspaces | 1 |
| Responses | 250/month (cloud) |
| API access | Full, including MCP |
| Hosting | Frankfurt (cloud) |
Unlike Qualtrics' free account, which caps at 500 total responses and 8 question types, Formbricks Hobby includes the full API on day one, no restrictions, no separate developer tier to unlock.
The Bottom Line: Formbricks Hobby is built for testing and small-scale feedback programs, with the same API access as every paid tier above it.
Formbricks Pro Plan: $74/month
| Feature | Details |
|---|---|
| Price | $74/month |
| Workspaces | 3 |
| Responses | 2,000/month |
| API access | Full, unrestricted |
| Billing | Monthly |
The Bottom Line: At $0.037 per response (see the cost math below), Pro is priced for teams running an ongoing feedback program across multiple projects, not a single research study.
Formbricks Scale Plan: $325/month
| Feature | Details |
|---|---|
| Price | $325/month |
| Workspaces | 5 |
| Responses | 5,000/month |
| API access | Full, unrestricted |
| Billing | Monthly |
The Bottom Line: Scale is the highest published tier, still with a real, self-serve price. Above this, Formbricks offers custom Enterprise pricing with a published contact path rather than a mandatory sales gate before you see anything.
Formbricks Self-Hosting: Community Edition
The free, self-hosted Community Edition, licensed under AGPLv3, is where Formbricks diverges most sharply from Qualtrics:
- Data never leaves your infrastructure. No cloud dependency, no third party holding your feedback data.
- No response limits. Unlimited surveys, responses, and team members.
- No vendor lock-in. Even if you stop paying for Enterprise features, the Community Edition and your data remain accessible.
- Full API on self-hosted, too. The same unrestricted API available on every cloud tier.
For a regulated industry buyer who read the "No Path to Self-Hosting" section above and recognized their own procurement blocker, this is the option Qualtrics doesn't have at any price.
What Reviewers Say About the Real Cost
Qualtrics holds a 4.4 rating across 4,291 reviews on G2's seller page, a 4.7 rating across 426 reviews on Capterra's Strategy & Research listing, and 7.7 out of 10 across 415 reviews on TrustRadius.
| Qualtrics Reviews | |
|---|---|
| Pros | Cons |
| ✅ Friendly, knowledgeable support that follows up | ❌ Steep learning curve paired with high costs |
| ✅ Intuitive builder for simple and complex surveys | ❌ Add-ons and packages consistently cost extra |
| ✅ Wide variety of question and item types | ❌ One reviewer reported an unexpected $5,000 data-cleaning charge |
| ✅ Powerful AI-powered analytics and reporting | ❌ Opaque pricing requiring a sales call for nearly every plan |
| ✅ Strong statistical depth for complex studies and large samples | ❌ Reported lag on large-scale studies with heavy survey flows |
That same UXtweak review cites third-party benchmarking data from Vendr showing a median annual Qualtrics spend of $28,533/year, ranging from $6,525 to $126,000/year. This is a third-party estimate, not a Qualtrics-published figure, so treat it as directional rather than a quote you can hold Qualtrics to.
The Real Math: Cost Per Response
Nobody publishes this comparison, so we ran it ourselves using only the numbers above.
Qualtrics' one public price, $5,040/year for 1,000 responses total, works out to $5.04 per response. Formbricks publishes pricing for every tier on formbricks.com/pricing (captured August 15, 2026): the Pro plan is $74/month ($890/year) for 2,000 responses/month (24,000/year), which works out to $0.037 per response, and the Scale plan is $325/month ($3,900/year) for 5,000 responses/month (60,000/year), or $0.065 per response.
| Plan | Annual cost | Responses included | Cost per response |
|---|---|---|---|
| Qualtrics Strategic Research (self-serve) | $5,040/year | 1,000 total | $5.04 |
| Formbricks Pro | $890/year | 24,000/year | $0.037 |
| Formbricks Scale | $3,900/year | 60,000/year | $0.065 |
This isn't a like-for-like comparison. Qualtrics' Strategic Research plan bundles guided academic research methodologies and StatsIQ statistical tooling that Formbricks doesn't publish an equivalent for, and part of what you're paying for is that research depth, not just response volume. But if raw cost per response is the number you're trying to forecast before a sales call, this is the math Qualtrics' own pricing page won't do for you.
Qualtrics vs Formbricks: Side-by-Side Pricing

| Billing flexibility | Annual contracts standard; monthly available only on the one self-serve tier | Monthly billing on every published tier |
Formbricks also lists a separate self-hosting pricing option alongside its Cloud plans on formbricks.com/pricing. We didn't re-confirm the specific self-hosted price point during this pass, so check the current page directly before quoting a number.
Feature Value Breakdown
Pricing Transparency
Qualtrics' Approach: One of eight product tiers has a public price. The other seven are priced on metrics ("Interactions," employee count) with no published rate card, requiring a sales conversation to get even a ballpark figure.
Formbricks' Approach: Every tier, Hobby through Scale, is priced and published on the site, with monthly billing available on all of them.
Value Verdict: Formbricks is the clear winner on pricing transparency. This is a straightforward comparison of what's published versus what isn't, not a subjective call.
Data Residency and Self-Hosting
Qualtrics' Approach: Qualtrics' own security documentation describes centrally-hosted cloud infrastructure only (SOC 2, FedRAMP-authorized environments). No self-hosted or customer-premises deployment option is mentioned anywhere on it.
Formbricks' Approach: A free, self-hosted Community Edition is available under AGPLv3, giving regulated buyers a path to keep data on their own infrastructure entirely.
Value Verdict: Formbricks wins for any buyer where self-hosting or strict data residency is a requirement, not a preference. This is an absence-of-evidence finding on Qualtrics' side (nothing about self-hosting appears in its own documentation), not a case where Qualtrics has explicitly ruled it out.
Feedback Management Breadth
Qualtrics' Approach: Customer Experience, Employee Experience, and Strategy & Research are three separately-branded, separately-priced product lines, each with its own products, pricing metric, and quote process.
Formbricks' Approach: Website, in-app, link, and email feedback collection live on one platform under one pricing structure, with feedback analytics and Workflows built in rather than sold as a separate line item.
Value Verdict: Formbricks wins on unification. Qualtrics' breadth within each product line is real, but it comes at the cost of three separate buying processes instead of one.
Workflows and Integrations
Qualtrics' Approach: A Workflow Engine exists for alerts and notifications on key survey events, but it's gated to paid tiers, and integration depth varies by product line and contract.
Formbricks' Approach: Formbricks Workflows automate post-response actions on the same platform as collection and analytics, with native integrations to Salesforce, HubSpot, Slack, Google Sheets, and Notion available through a free, unrestricted API on every tier.
Value Verdict: Formbricks wins on accessibility here: the same automation and integration capability is available regardless of which tier you're on, rather than scaling with contract size.
Advanced Statistical and Research Depth
Qualtrics' Approach: The Strategic Research tier includes StatsIQ (regression, clustering, R-integration) and 20+ guided academic-style research solutions, features built for trained researchers running rigorous studies.
Formbricks' Approach: Formbricks does not publish an equivalent statistical analysis suite.
Value Verdict: Qualtrics wins here, clearly. If your team needs regression models, cluster analysis, or Van Westendorp-style pricing studies built into the survey platform itself, that's a real capability gap, not a marketing distinction.
Who Should Actually Pay for Qualtrics
Qualtrics earns its price tag when the statistical and research tooling is the reason you're buying, and when you'd rather a vendor own the whole compliance boundary than run anything yourself. The state-contract tables above give you the honest budget picture: a mid-size EX rollout is a six-figure annual line item at list, and a negotiated deal lands somewhere below that.
If you're buying for a regulated environment, the calculus is different. Qualtrics asks you to accept its cloud, its subprocessors, and its quote. Self-hosting inverts that: run Formbricks on your own servers, private cloud, AWS GovCloud, or Azure Government and the response data never leaves a boundary your security team has already approved, with no mandatory third-party processors to clear and no per-employee headcount meter running.
It's a weaker fit if you need self-hosting or strict data residency control (not offered anywhere in Qualtrics' documented platform), you want transparent self-serve pricing beyond the single entry-level research tier, you need one unified feedback management platform instead of three separately-priced product lines, or you just need lightweight in-app or in-product feedback rather than a full academic-grade research suite.
Qualtrics Pricing FAQ
Final Verdict
👍 Qualtrics is the right call if your team runs genuinely advanced research, guided methodologies, StatsIQ regression and clustering, video feedback analysis at scale, and you have the budget and patience for a quote-based enterprise contract across whichever of its three product lines (CX, EX, Strategy & Research) fits your need. Reviewers consistently rate the platform highly for exactly this kind of depth, and its certification list is genuinely deep if you want a vendor to carry the compliance boundary for you.
👉 Formbricks is the better fit if transparent pricing matters, you want to forecast your actual cost before talking to sales, and you'd rather run feedback management, feedback analytics, and workflows on one unified platform instead of three separately-priced product lines. Every tier is published, monthly billing is available across the board, native integrations and Workflows come free on every plan, and the cloud runs SOC 2 Type II and ISO 27001 compliant with GDPR and CCPA covered. The AGPLv3-licensed Community Edition then gives you a self-hosted path Qualtrics simply doesn't offer, which is usually the fastest way through a government or healthcare procurement review: run it on your own servers, private cloud, AWS GovCloud, or Azure Government and there is no vendor data path and no subprocessor list to clear.
The honest read: these solve different problems at different price points. If you need one public number to plan around instead of eight tiers spread across three product lines where seven say "Request Pricing," see Formbricks' current pricing here.
