Zoho Survey is priced as the budget option in the survey category, and it mostly earns that reputation: five tiers running from free to $75/month, all published without a sales call. The catch is that four of those five tiers cap you at a single user, so "budget-friendly" and "team-ready" aren't the same claim here.
I believe Zoho Survey is the right call if:
- You're already inside the Zoho ecosystem (CRM, Desk, Analytics, Sheet) and want native integration
- Budget is the primary constraint, its tiers are the cheapest of any survey platform in this comparison set
- A single user can run your survey program without needing team collaboration below the $75/month Enterprise tier
It's a weaker fit if:
- You need multi-user collaboration below the top Enterprise tier
- You have a data residency requirement not addressed by regional hosting choice (none found on Zoho Survey's pricing page)
- You want API-first developer access bundled into a budget tier
Because of that, I've included a full comparison with Formbricks later in this breakdown, since it's a transparently-priced alternative built for teams that need multi-workspace collaboration and a free API from day one.

Free: The Real Entry Point
Zoho Survey's Free plan isn't a stripped-down trial, it's a usable, permanent tier: 1 user, 100 responses per survey (both monthly and annually), and 10 questions per survey, with access to 250+ survey templates.
Captured August 15, 2026 from zoho.com/survey/pricing.html.
| Feature | Free |
|---|---|
| Users | 1 |
| Questions per survey | 10 |
| Responses per survey | 100 (monthly and annual) |
| Templates | 250+ |
| Priority support | Not included |
The Bottom Line: Free is workable for a single person running occasional, low-volume surveys, but the 10-question cap will push any real feedback program toward Basic or above quickly.
Basic: The Budget Annual Plan
At $7.42/month billed annually, Basic removes the question cap entirely (unlimited questions per survey) and raises the response ceiling to 12,000 responses per year.
| Feature | Basic |
|---|---|
| Price | $7.42/month, billed annually |
| Users | 1 |
| Questions per survey | Unlimited |
| Responses per year | 12,000 |
| Document merge | Included |
| Priority support | Not included |
| Basic Plan | |
|---|---|
| Pros | Cons |
| ✅ Cheapest paid tier of any platform in this comparison set | ❌ Still capped at 1 user |
| ✅ Unlimited questions per survey | ❌ No skip logic or custom branding yet |
| ✅ Document merge for generating certificates/letters from responses | ❌ No priority support |
The Bottom Line: Basic is the plan for a single person who's outgrown the Free tier's question cap but doesn't yet need logic, branding, or a second user.
Plus and Pro: Where Logic and Branding Unlock
Plus ($25/month billed annually) adds question randomization and offline response collection, while raising the response ceiling to 3,000 per month.
Pro ($35/month billed annually), Zoho's "Most Popular" tier, adds skip logic (display, page, and answer logic), custom survey branding (logo, background, full theme), quota management, and scoring, at 5,000 responses per month.
| Feature | Plus | Pro |
|---|---|---|
| Price | $25/month, billed annually | $35/month, billed annually |
| Users | 1 | 1 |
| Responses per month | 3,000 | 5,000 |
| Question randomization | Included | Included |
| Skip logic | Not included | Included |
| Custom branding | Not included | Included |
| Quota and scoring | Not included | Included |
| Plus Plan | |
|---|---|
| Pros | Cons |
| ✅ Offline response collection for field research | ❌ No skip logic yet |
| ✅ Question randomization reduces order bias | ❌ Still 1 user |
| Pro Plan | |
|---|---|
| Pros | Cons |
| ✅ Skip logic and custom branding unlock together | ❌ Still capped at 1 user despite being the "Most Popular" tier |
| ✅ Quota management and response scoring included | ❌ No multilingual surveys or white-label (Enterprise only) |
The Bottom Line: Pro is where Zoho Survey starts to feel like a real branded survey tool, custom themes, skip logic, and scoring, but it's still a single-user plan.
Enterprise: The Only Multi-User Tier
Enterprise ($75/month billed annually) is the only Zoho Survey plan that includes more than 1 user (3 users included), and it's where the platform's more advanced compliance and localization features live: multilingual surveys in 90+ languages, white-label surveys with a custom domain, custom script/JS conditions, single sign-on (SSO), and audit logs.
| Feature | Enterprise |
|---|---|
| Price | $75/month, billed annually |
| Users | 3 |
| Responses per month | 7,000 |
| Multilingual surveys | 90+ languages |
| White-label / custom domain | Included |
| SSO | Included |
| Audit logs | Included |
| Custom script conditions | Included |
| Enterprise Plan | |
|---|---|
| Pros | Cons |
| ✅ Only tier with more than 1 user (3 included) | ❌ Even at $75/month, only 3 users, a 4th requires contacting sales |
| ✅ SSO and audit logs for compliance-conscious teams | ❌ Response ceiling (7,000/month) is lower per dollar than Pro's 5,000 at less than half the price |
| ✅ 90+ language translation for global survey programs | ❌ No explicit regional data residency choice mentioned on the pricing page |
The Bottom Line: Enterprise is the plan that finally adds team collaboration, but at $75/month for just 3 users, it's a steep jump from Pro's $35/month single-user price, and still short of true multi-workspace collaboration.
Discounts for Non-Profits, Students, and Educators
Zoho Survey offers two discount programs: a 10% non-profit discount on annual plans for organizations that submit a registered nonprofit certificate (contact [email protected] or [email protected]), and an education discount where students get the Plus plan free and educators get 50% off all plans.
Where Zoho Survey Pricing Falls Short
- Free and Basic tiers cap at 1 user. Only the $75/month Enterprise tier includes multiple users (3), so small teams can't collaborate on any lower tier regardless of budget.
- Local taxes added on top of sticker price. VAT, GST, and similar local taxes are charged in addition to every listed price, meaning the displayed numbers understate the final cost for many buyers.
- SSO, white-label, and 90+ language translation gated to Enterprise only. Mid-market buyers needing any single one of these features must jump straight to the top $75/month tier rather than add it à la carte.
- No explicit self-hosting or regional data residency choice. Zoho Survey's pricing page doesn't mention a data residency option, despite the platform being HIPAA and GDPR compliant on a feature level.
- API/developer access isn't explicitly called out on any published tier, unlike platforms that bundle a free API into their entry-level plan.
Formbricks: An Open Feedback and Experience Management Suite
Formbricks isn't just a cheaper or more expensive survey tool to weigh against Zoho Survey's five tiers. It's an open source feedback and experience management suite built around three things: feedback management, feedback analytics, and workflows and integrations, published transparently and included on every tier rather than gated by user count.
Feedback Management. Formbricks unifies website surveys, in-app surveys, link surveys, and email-embedded surveys on one platform, all included from the free Hobby plan, rather than requiring the top tier just to add a second teammate.
Feedback Analytics. Response data flows into one dashboard regardless of channel: follow individual response trails, track partial and dropped-off responses, and segment by custom attributes, capabilities beyond Zoho Survey's per-survey reporting.
Workflows and Integrations. Formbricks Workflows automate what happens after a response comes in. On the integration side, Formbricks connects to Salesforce, HubSpot, Slack, Google Sheets, and Notion through webhooks and a free API on every tier, including the self-hosted Community Edition, unlike Zoho Survey where API/developer access isn't clearly bundled into any published tier.
Formbricks Pricing
Captured August 16, 2026 from formbricks.com/pricing.
| Plan | Price | Usage |
|---|---|---|
| Hobby | Free forever | 1 workspace, 250 responses/month, full API access (incl. MCP), hosted in Frankfurt |
| Pro | $89/month billed monthly, or $74/month billed annually ($890/year total) | 3 workspaces, 2,000 responses/month, unlimited seats |
| Scale | $390/month billed monthly, or $325/month billed annually ($3,900/year total) | 5 workspaces, 5,000 responses/month, teams & access roles |
The Bottom Line: Formbricks Pro costs more per month than any single Zoho Survey tier below Enterprise, but it includes unlimited seats from Pro onward, where Zoho Survey caps every tier below its top $75/month plan at exactly 1 user.
Formbricks Self-Hosting: Community Edition
The free, self-hosted Community Edition, licensed under AGPLv3, has no equivalent on Zoho Survey's pricing page. Data never leaves your own infrastructure, there's no response cap, and even if you stop paying for Enterprise features, the Community Edition and your data remain fully accessible.
Zoho Survey vs Formbricks: Side-by-Side Pricing
| Zoho Survey | Formbricks | |

| Multi-user collaboration | Only on Enterprise ($75/month, 3 users) | Unlimited seats from Pro ($74-89/month) |
| Data residency / self-hosting | Not mentioned on pricing page | Free, self-hosted Community Edition (AGPLv3) |

Feature Value Breakdown
Pricing Transparency
Zoho Survey's Approach: All five tiers publish a real price directly on the pricing page, no sales call required for any of them, a genuine strength.
Formbricks' Approach: Every tier, Hobby through Scale, is also published directly, with both monthly and annual billing shown.
Value Verdict: Both platforms are fully transparent. This dimension is a tie.
Multi-User Collaboration
Zoho Survey's Approach: Every tier below Enterprise caps at 1 user. Enterprise ($75/month) includes only 3 users.
Formbricks' Approach: Unlimited seats included from the Pro plan ($74-89/month) onward.
Value Verdict: Formbricks wins clearly here. Zoho Survey's per-user gate on 4 of 5 tiers is a real structural limitation for any team larger than 1.
Ecosystem Integration Depth
Zoho Survey's Approach: Deep native integration with Zoho CRM, Desk, Analytics, Recruit, and Sheet, a genuine advantage for teams already inside the Zoho suite.
Formbricks' Approach: Native integrations to Salesforce, HubSpot, Slack, Google Sheets, and Notion, plus a free API and webhooks on every tier for custom connections.
Value Verdict: Zoho Survey wins decisively for teams already committed to the Zoho ecosystem. Formbricks wins for teams that need a free, open API to build their own integrations.
Data Residency and Self-Hosting
Zoho Survey's Approach: No explicit regional data residency or self-hosting option mentioned on its pricing page.
Formbricks' Approach: A free, self-hosted Community Edition under AGPLv3 keeps data on your own infrastructure entirely, on every plan.
Value Verdict: Formbricks wins clearly for any buyer where self-hosting or data residency is a hard requirement.
Who Should Actually Pay for Zoho Survey
Zoho Survey makes sense if your organization already runs on Zoho (CRM, Desk, Analytics), budget is the primary constraint, and a single user can operate the survey program without needing to add teammates below the $75/month Enterprise tier.
Consider a hypothetical: a solo customer success manager at a Zoho-native SMB adopts the Pro plan ($35/month) for CSAT surveys, gets skip logic and branding for a low monthly cost, then discovers that adding a second team member means jumping straight to the $75/month Enterprise tier, more than double the cost for a single additional seat and 2,000 fewer monthly responses at the entry Enterprise level relative to Pro's per-dollar rate. This is illustrative rather than a named customer, but it reflects the per-tier structure documented above.
It's a weaker fit if you need multi-user collaboration below $75/month, a data residency guarantee, or bundled API access at a budget price point.
Zoho Survey Pricing FAQ
Final Verdict
👍 Zoho Survey is the right call if you're already inside the Zoho ecosystem, budget is your primary constraint, and a single user can run your survey program without needing to add teammates below the $75/month Enterprise tier. Its pricing is genuinely transparent and among the cheapest in the category.
👉 Formbricks is the better fit if you need more than 1 user without jumping to a $75/month tier, you want a free API bundled in from day one instead of an unclear developer story, and you'd rather run feedback management, feedback analytics, and workflows on one unified platform. Every tier is published, and the AGPLv3-licensed Community Edition gives you a self-hosted path Zoho Survey's pricing page doesn't offer.
The honest read: Zoho Survey is a genuinely budget-friendly, transparent option for a single person or someone deep in the Zoho ecosystem, but its per-tier user cap is a real structural limitation the moment a second person needs access. If that's the wall you just hit, see Formbricks' current pricing here.
